Circle of Peace
The rulers of Coalfell is called the Circle of Peace and are (ironically) far from a peaceful class of rulers.
The council have ranking generals, high judges, religious leaders, nobles and a mayor.
The mayor's roll is to lead the empire and to have the final say in any question discussed while the Circle are in meeting.
Even though upholding peace between the different races and personalities may some times be a chore, the mayor also have the power to have people removed from the council or even killed for treason.
The seats around the large table are filled by spiteful and arrogant nobles, traders and "politicians" (warlords), a few religious leaders from all over Coalfell and of course the Mayor of Coalfell.
A Ceasar, who rules with force and schemes, more often killed for rather than voted for.
Since the country of Coalfell is so large many of the circles members don't live inside the city but instead have to travel in to the court where the meetings are held.
Most who travels, do so by teleportation spells of different kinds, and some chose to fly instead, if they are here for trade (legal and illegal) goods, services and favors.
Some fly just to get a chance to show of their wealth with their powerful airships.
To get a seat in the Circle of Peace, one simply need only to provide something of much importance and/or aid to the empire and its citizens.
This was once agreed upon by the founders, and were meant to make sure that only the most devout and honorable of citizens would fill the council and make sure that peace would prolong.
This, just ended up in that only the rich and powerful ever get a seat, rather than the few idealist among the people the founders of the republic wanted in power.
Even though a few of the counselors distribute the collected tax on bread and circus for the people of Coalfell, like the orphanages, schools, festivals and upholding the law, they do so only by necessity so they can keep their power.
As years went by more and more corrupt people found their way in to a seat in the Circle of Peace, many of whom found it far easier to use a sword or gold coin to be successful, the wrote laws giving them rights over their subjects.

A parliament made up from nobilities, oligarchs and village leaders.
Assembles weekly to craft laws, discuss the kingdoms safety and economy.
For the people, by the people.
Once an ideal for all of Coalfell, now simply a slogan used to control the masses.
