Robert Monters
The younger, more conservative and far more pragmatic of the two Monters brothers. The Lieutenant Governor is less idealistic than his councilman brother, Vasily Monters. He embodies the phrase "the end justifies the means" when it comes to his work. As a younger man he was just as idealistic as his brother but years and years in police work have opened his eyes to what he calls the "true way of getting things done." He realized that he could help catch and convict more criminals if he "stretched" the interpretation of the law. Politics and influence often take precedent over right and wrong in Gramhold and he had to get a leg up where he could.
