Townmaster

The Townmaster of Phandalin is an elected official who serves as a judge and record keeper in the mining town of Phandalin. The closest thing the settlement has to a governing official, the Townmaster is responsible for all internal and external affairs, such as contact and trade with neighbouring settlements, hiring adventurers to deal with local threats, and overseeing the town jail (which consists of a pair of cells in the Townmaster's basement).
The current Townmaster is Harbin Wester, a Waterdhavian human banker. Wester is a competent leader under normal circumstances but is an easy man to intimidate, as the Redbrands gang learned to their advantage. Kairon Vestarri has a seemingly unfounded dislike of Wester, which even he struggles to explain.

Appointment

The Townmaster is elected by the people of Phandalin every year, by a general consensus of the townspeople. Given the size of Phandalin as a town, there is no need for formal elections.
