Storth City Council
The Storth City Council is the federal government of the Freelands, as well as the local government for the federal district of Storth. Almost anyone in the Freelands can become a member of the council, though the extent of each individual's power depends on their rank within the council.
The system operates such that the most critical decisions are made by a vote in which the entire council participates, while less significant decisions are made by high-ranking members in smaller councils. The exception to this are decisions made during war-time, which are entirely decided upon by a selection of members chosen by the head of state: the Supreme High Consul.
Though their title is impressive, in major decisions in times of peace, their vote carries the same weight as the lowest-ranked member. For minor decisions that don't require a full council, their vote is decisive.
In order to become a Consul, one must already be a High Member of the council. A two-year probationary period involves testing leadership skills, critical thinking, physical and mental strength (with exceptions), and special knowledge. During this period, the individual holds the rank of “Consul Apprentice.” Failure in the probation period results in reverting to the High Member rank, while success leads to promotion.

Supreme High Consul
The Supreme High Consul is elected every twelve years. They serve as the council's leader and speaker, leading debates during significant council meetings. They are Freeland's head of state. Responsibilities include approving or rejecting minor but necessary laws, and serving as a judge in internal legal disputes and disagreements. In more complex internal cases, the Supreme High Consul can form a smaller cabinet of high-ranking members, delegating their tasks to lessen major responsibilities. Veteran Consul
Veteran Consuls are essentially High Consuls over the age of 55, having served on the council for more than 25 years (with exceptions). They are often prime candidates for the Supreme High Consul election, although voting for them is not mandatory.High Consul
The title of High Consul is bestowed upon respected consuls who have been council members for more than 15 years (with exceptions). They are secondary candidates for the Supreme High Consul election, but voting for them is not mandatory.Consul
A Consul is a senior council member, constituting the majority of those in the council with real power. Consuls are required to participate in voting for significant decisions. They are tertiary candidates for the Supreme High Consul election, but voting for them is not mandatory. High Member
High Members are Members who have been on the council for more than 5 years. This rank is a prerequisite for aspiring Consul Apprentices.Member
Members form the most populous group on the council. They have the right to vote on most major decisions, but unlike Consuls, they are not obliged to vote. Any man or woman owning or co-owning property in the Freelands, and with recommendations from two or more council members, can apply for membership. A three-month probation period is mandatory, during which attendance at all council gatherings is required. This period is spent with the rank of “Member Apprentice.” Failure to attend meetings during this period results in loss of rank, with a six-month waiting period before reapplying. Participants are ordinary men and women in Freelands with a clean criminal record, or former criminals pardoned by the council. They are permitted to attend council meetings but do not have voting rights.The High Consulate
At the behest of current Supreme High Consul, Tyrvann Ox, a High Consulate was established within the first week of his rule. His goal was to mix the experience of elders with the innovative eyes of youth, creating a diverse cabinet to help him rule.Members, sorted by council rank
