The Gran Magnus

The Gran Magnus of Gran Magna Cir'cori is the absolute ruler of the city. Theoretically, being a tyrant, they can exercise their power at a whim, enforcing whatever laws he or she wishes. However, in practice, Gran Magna Cir'cori is very quick to depose (and dispose of) tyrants who abuse their position too much and become bothersome. So in practice, the Gran Magnus is still very much beholden to the people they rule and the Guild Council who assists them in the day-to-day maintenance of vital economic and social processes.
In point of fact, the demands of running a city like Gran Magna Cir'cori are so onerous and stressful that most Gran Magni go quite insane after a few years of rule and need to be shown the door (kindly if possible, forcefully if necessary) before too long. Indeed, the people of the city view anyone who even wants the job in the first place as probably being on the brink of madness anyway because after all, only a crazy person would want to be in charge of the place, leading to the position's unofficial title: the Mad Lord.
The current Gran Magnus of Gran Magna Cir'cori, Lord Iral Zastere, is the subject of much speculation due to the fact that he has been leader of the city for close to twenty years and remains stubbornly (and to some segments of the population, suspiciously) sane.
