The first Airship made was actually a creation of Draven Shur-rue while he was king of Estora, though those ancient Airships used magic that is not available to most people and would be impossible to replicate

Discovery

Airships that could exist without extremely rare magic were finally perfected by Mercy in 5321, when one of the Daughters of Mercy at the time developed a method to create them using rudimentary rune magic, thus making their use more widely available

Access/Availability

They are still rather uncommon, but its is know possible to commission your own Airship from special shipwrights in Mercy, though for quite a hefty price

Complexity

The Process itself is very complex to learn and requires years to master, but with the advances made by Syndra Arno, it is now possible for anyone to pick up these techniques with the right teacher

Manufacturing

As of now, most of the Shipwrights that make airships work out of Mercy, though there are some private manufacturers in Corrvis
