The italians are a strange evolutionary descendent of the Human race.

Evolution

A colony ship crash landed on the planet of Pepperoni in 2430. Largely composed of people from the Earth country of Italy, the colony ship was left with no means of communication with the rest of the species. 
The colonists evolved in isolation and gradually developed tusk like appendages instead of their naturally strong and flowy mustaches.
