Council of Eleven

The Council of 11 are the rulers of the Marnain, and a group of extremely powerful mages. They are theoretically elected, but like many offices in Marnain a sufficient level of magical aptitude is required before one is electable. In the case of the Council of 11, one must have achieved and demonstrated the 7th circle in one's chosen field. Traditionally, the elected member represent one of each of the 8 schools of magic, and three positions that are open to anyone.
The council's responsibilities are mostly towards external politics, to allow for the high level of autonomy among Marnain's Duchies, but internally it overseas the elections of new rulers and disputes between Duchies. The council primarily decided the import and export tariffs, military deployment and expansion, and the laws that governing the highest levels of government. It also maintains direct control of the capital city of Melguire which is the only port that is open to foreign trade.

Assets

The council has direct control over the navy, and of the relatively small army of Marnain. In addition to the capital and the defenses located within, it also controls several fortresses and encampments throughout the republic, and a few points of land that are secret, dangerous or strategically valuable. This includes many of the keeps bordering the north east Duchies, and locations such a Kaikas and other dangerous or magical zones.

History

After the rebellion in the heavens and the disbandments of the Empire of Iron, the remains of Elvish civilisation were nearly totally wiped from existence, as the rebels, subordinates and deposed nobility of the empire turned the Ironbound King's terrible weaponry against each other. Spared complete death, it was decreed that the mightiest, those capable of wielding his most dangerous spells would meet and discuss the future of the empires remains. Over the years, these 11 souls united the fractious nation and led it too a second golden age, and the tradition of the most magically capable leading the nation became commonplace.   The Council nearly lost its hold on power after the Night of the Red Claws, and the destruction of its colonies on Talioche, and was forced to cede much of its influence on the day to day running of Marnain to the Duchys.
