The Council of Thirteen is the ruling organization of Domain of Sonbrass. They are mysterious and secretive. Their meetings are held in secret in unknown locations. No one knows the members of the council thou many have speculated. The council disagrees with the Magic Conclave, believing the wonders of the magic world should stay secret for the safety of all.
