Exarch Gaius Vatinius Lucian
Gaius Lucian Vatinius was the Exarch of the Exarchate of Nikea during the early and mid 5th century of the Era of Reforging. He has been declared officially dead as of late ER 483, though he had ruled with the assistance of a regency council for some time. His reign was marked by major changes to the state of Nikea, and the start of industrialization in key parts of the whole of the Exarchate. Notably, he had been the ruler that freed the slaves of Nikea, and formally abolished the practice of slavery throughout the Exarchate, even though he largely did this as a means of securing an alliance with Artenos more than it was an ideological move. His reign also saw the dramatic escalation of tensions with Spathos, and routine raids into Spathoi territory, and many believe that he was actively trying to provoke the Spathoi into launching a full scale war between Spathos and Nikea, such a war never came, though intentions remain quite high between the two states, largely as a result of Lucian Vatinius' efforts.
Lucian Vatinius was not free from controversy however, as both of his children stood reliably accused of murder, and both managed to escape justice. This had cast doubt on Lucian's reputation as a just and fair arbiter of the law. Likewise it had cast succession into doubt as he had no other children, and his siblings had proven unable to produce a viable heir. As a result, Lucian was asked to adopt a successor into his family though he was unable to do so before taking ill. Since then his regency council has largely taken control of the country, and continues to rule in his stead even as the rivals of House Vatinius are planning to seize control of the nation for themselves.
Lucian Vatinius had a reputation as a hard but fair ruler. His serious and dour personality, and reputed firm sense of justice meant that few could expect clemency for rules broken and commands disobeyed. Obediant and loyal subjects however, would be granted many promotions, and honors, and indeed a great many military men found themselves the first in their families to receive both land and title for their service to Nikea, and to Lucian. many have suggested he had a cold relationship with both of his children preferring instead to send them to court tutors as soon as possible rather than spend time with them.
Exarch Gaius Lucian Vatinius was always a fastidious groomer, constantly taking care to look his best. He kept his facial hair well groomed, and routinely wore the best and cleanest clothing available, even on the battlefield where he kept his armor meticulously clean whenever possible. Lucian's reign was also marked by the installation of a bathhouse into the Palace of Nikea, a feature he makes extremely frequent use of, and indeed has encourage bathing among palace servants.
