Citystate of Andriyya joins the Dotharan Alliance

The city of Andriyya, founded by refugees of the religious purges enacted by the Khedivite of Qua'adar, ratifies the Alliance Charter and sends 6 khiphus sailing ships to the Alliance fleet. Qua'daran ship design, itself a refinement of many Feloran techniques, would work its way into the rest of the alliance ships due to their increased maneuverability on the open seas.
