Andriyya
Andriyya is a Dotharan city located towards the northeastern edge of the Alliance along the
Dotharan Coast. One of the newest and most human members of the Dotharan Alliance, the city resembles many Hadar settlements to the north in the Qua'adaran Kingdom.
Due to the city's weak government and libertine laws, Andriyya has a bit of a reputation as a party town amongst the Dotharan Alliance citizenry and the Tealastrian trade circuit.
Demographics
The majority of the population of Andriyya are humans of Hadar descent, with 1st-generation Dotharan half-elves being the second largest group, followed by Feloran Elves.
Government
Andriyya is governed by a trio of institutions, the Court (Qadia), which handles legal and social disputes, the Council (Shuria), which passes local laws and enacts regulations based on the Allliance Charter, and the Mayor (Khedive), who is responsible for the operation and management of the city's government such as the Watchguards, the Port, and Hall of Knowledge.
Jurists on the Courts serve for life upon appointment by the Mayor and approval of the Council, and can be removed only by 2/3rds of the Council, or by special measure of the Alliance Council. The city's Governing Council consists of Hadar and Feloran elders, whose members select their successors before death. The Mayor is the only popularly and directly elected representative in the Andriyya system, however the city's 3 neigbhorhoods have their own Je'thor Councils as mandated by the Alliance Charter.
History
Andriyya is the product of the final mass migration from Qua'adar before the Yūbaddid Succession War, which put an end to the despotic dynasty there. Its founders were religious refugees, who opposed the purging of Ëlhyaean aspects from the Hadar Church. Their permissive laws and relative isolation on the Dotharan coast attracted many Hadar and Feloran individuals on the outskirts of Feloran respectabilty. Andriyya is home to various legal (or quasi-legal) forms of prostitution,
52 years after its founding, Andriyya joined the Dotharan Alliance, the second-to-last member to join the trading and military alliance. The city's governing Council voted to pursue Alliance membership in part to demonstrate their difference from the Pirate haven known as Durst, and avoid what happened approxinately 100 years later to their autonomy.
Geography
Andriyya is located at the end of the Founder's Canal, before the Dotharan Rainforest subsumes most of the coastline.
