The Government Hero Program began shortly after World War II and was based out of Ghostwood, in the city of Westonhood. This division focused on human genetic experimentation, resulting in the new species, meta-humans.   The successful test subjects were then trained by highly-specialized military and given a geopolitical brain chip, which allows them to have a memory-based GPS navigation nervous system.

The Government Hero Program focused on human genetic experimentation, resulting in the new species, meta-humans. It's also notable for being the reason for the IPC's creation--originally as a crisis management agency for meta-humans.   The successful test subjects were then trained by highly-specialized military and given a geopolitical brain chip, which allows them to have a memory-based GPS navigation nervous system. Of the successful subjects, only three remain alive in present day—albeit not fully functional.   Samuel Liberty aka “Uncle Sam” was the bread and butter of them all. He championed the nation through the Vietnam War, thwarted multiple presidential assassination attempts, and defeated the Russian supervillain, Vlosky Stravoff aka “Atomic Bomb”. However, roughly five years into his tenure with The Board, his callousness—magnified by the Board’s reckless endangerment—caused him to be consumed by a massive mutated monster-plant. After the plant was defeated, his corpse was stitched back together and re-animated through quantum electrical engineering—his brain is missing however.   Orson Rogers aka Big Brain is an alien-human hybrid through the cross-breeding experiment pioneered by Quentin Traust. This experiment was granted through the Grey Treaty, which sought to bring closer connections to Grey aliens and their kind. Once becoming a meta-human, Orson focused his powers psychically making him immortal to age—but has unfortunately rendered him physically unable since.   In 1979, the program was abruptly discontinued along with the IPC, and the task of federal vigilante management was passed onto the Ghostwood FBI.
