The Institute for Paranatural Control is created as a crisis management agency of the government to monitor and track meta-human activity in the United States and globally.


The IPC was created initially to track meta-humans in 1950, but it quickly grew as a management of unexplained activity across the globe.   The program was kept in the dark for most of its initial run, with occasional rumors cropping up in other branches of the government about a supposed shadow branch that hunted monsters.   With its growing success from 1950 to 1960, the program received millions in funding and began technological research beyond the regular scope of meta-human creation. World-renknowed scientists Andy Venkman and Morton Caldwell spearheaded the programs.   In 1979, the program was shut down after the deaths of both Venkman and Caldwell and for classified reasons.
