Hex Chain
"The Protectorate of and from Magic..."
Established by the court of Wyeth, shortly after the Sundering, Hex Chain is a group of arcane mages and eldritch knights tasked with the cataloging and surveillance of magic use within the realm of Wyeth (including the Freemantle). Hex Chain determines if any magic is either benign or malicious (this tends to be extremely subjective), and acts accordingly.
They have the authority to arrest citizens, and even nobility, if they discover a plot to use any of the outlawed forms of magic within reach of the crown. Outlawed magic includes, but is not exclusive to, necromancy and blood magic. Hex Chain has been known to act a bit overzealous in pursuit of their aims, often accosting illusionists and simple enchanters, as well as practitioners of the Dark Arts. They operate with the full might of the crown, and reserve the ability to hold trial over those accused of "crimes against magic."
As long as a wizard (or similar caster) conducts his or herself with composure and does not engage in magical conflict within the scope of the public eye, they have little to fear from Hex Chain. However, those lobbing fireballs or lightning bolts in a crowd will quickly find themselves at the mercy of the magisters and their court. Once under their pitiless gaze, the indiscreet mage is interrogated by magical means, and if found to have willfully engaged in wanton destruction, punished according to the severity of his or her indiscretions.
Hex Chain is headquartered in Angleport, though they have representatives in many of the Hariel's largest citites. They even maintain a presence in Varuumae Corona, though they are not readily welcome there.
Hex Chain is comprised predominantly of arcane casters, though they have many members skilled in martial combat. Even some devout knights of Wyeth have been transferred to the organization, as many descendants of "The Spear" harbor a deep hatred for magic in all forms. As far as leadership, Hex Chain is ruled by a "court" of eight arcane specialists (one for each primary school of magic) called Magisters. If not full casters themselves, every magister is at least an expert in his or her chosen school of the Art.
Because of their neutral relationship to the Art, most members of Hex Chain are human. This has much to do with humanity's comparative lack of innate magical abilities.
In addition to their arcane policing duties, certain agents of Hex Chain also serve as members of the Royal Conclave, a group of magicians in service to the crown, who answer directly to the king. They are also notoriously exempt from the King's Law regarding magic. This is justified through the logical conclusion that, since many enemies of the crown wantonly use magic, it would be remiss of the kingdom to not retain its own arcane defenses.
