When the humans and half-elves forced from the capital took refuge between Olarius and Aresith, the Council ordered for them all to be cut down and pushed out of Greyhawk.

When humans and half-elves were forced from Olarius, many could not pay the boat fee to flee to Faerun. This created a large camp of exiled peoples between the Capital and its southern sister City, Aresith. In response to this, the Council sent out the Order of Rao several times in order to try and force them away. This continued for about a year, with many protestors from Olarius itself keeping the vagrants in place. Eventually, the Council had enough, and sent the Order out to the camps one last time, ordering the paladins to get results. Ultimately, thousands died to Paladin steel and Olarius and other major coastal cities continue to have very low non-elvish populations. For many, this was the last straw and the exodus to the South truly began.
