4674. The council gradually began to add new laws that discriminated against non-elven races over about a hundred years.

These new laws came to a head with the one that separated children in schools, denying humans, in particular, the same magical training and education that their elven counterparts received in major cities. These laws did not effect the more rural areas to the south as heavily, if at all.
