Cold Palaces
Cold Palaces were the mountain fortresses were the heirs and members of the Imperial Family that were found untrustworthy were interned, usually for life. It seems that it was always the practice that when the Emperor assumed the throne, his brothers, sisters, and other relatives would be taken to a royal prison, where they would henceforth live until either they were called forth to become the new emperor or they died.
Some of the griot's songs state this began during the time of the Faeroahs the first certain mention of the practice was during the reign of Tekel, who confined his brothers, sisters and even his own sons to cold palaces around the continent, because of their treachery against his father.
Some songs even say that the Unifier sent each member of his Four Pillars into exile after the Wars of Unification were over.
Garrisons
During the First Dynasty, sometime after the establishment of the Imperial Thousands as the Empire's standing army, Cold Palaces began being used as training camps for warriors wishing to join the Thousands. Shortly after Cold Palaces soon began to build their own hierarchy with the Lion of the Gate overall in charge of all operations and First Spear in charge of squads of watchmen called Watches and the First Shield in charge of training new troops.
