Its owner is Kettlemux, a shrewd and snarky leprechaun with a notably low voice.
The shop changes locations at intervals, after a burn-down timer, at a suitable distance from the player. It is activated by a lever behind the desk. The knob on the lever is an exact replica of the house itself, a pot of gold.
With a shop that shows up at random, shaped like a pot of gold.
It's a marketing gimmick.

If the player encounters the shop, Kettlemux will purchase any cursed items. Sale price is related to the rarity and power of the curse, and does not take into account the value of the item itself...
In some cases, you could find a lame item with a rare or uncommon curse. Kettlemux offers a way to purge these from inventory.
In most cases, the value of the base item is higher than the value of the curse(s). For these, a shop would offer a higher resale.
Kettlemux will also dispel curses on the protagonist's person, for an up-front fee. The means is a voodoo teddy bear that sits on his counter...
The effects and dialog should suggest that the voodoo teddy bear stores the curses like a battery. And some of your own soul miiiight get siphoned off in the process. No refunds.
The teddy bear is very obviously evil too. Dark black aura. Glowing eyes. The far off sound of the weeping of tormented souls. :ghosthugs: The scent of fabric softener.
