The Treaty of Magai

The Treaty of Magai is the signed cooperative agreement between the Sovereign Kingdoms of the Heartland Realms, and the University of Arcaena. Established in the Fourth Aeon 67 A.E. on the 8th of Maras, under the Reign of King Vaeldemar Palimon the Bold in order to reign in the chaotic happenstance of Human Children born with the Mages Gift. As well as to enable Mages as servants to the Realm as a whole. With all the civic pride that it implies. Thus leading to the restoration of the Old Ellician practice of keeping a Court Wizard. The Treaty was written by King Vaeldemar himself. And was the First Recorded Document Written in Vaeldemars newly invented Common Tongue. As a further gesture of Common Cause among the Heartland Realms.

Purpose

Before its creation. Mages lived as unfortunate outcasts, freaks, and pariahs in Human communities. Uneducated. A Mage can be as devastating as a tornado, an eruption, or an earthquake. Without control over their emotions, or their mental states, Mages can unintentionally cause a great deal of chaos and death.   Vaeldemar the Bold discovered a sort of Penal Colony of Mages off the coast of what is now Dekmire. Where seasoned and elderly Mages taught younger ones. And the idea came to him. Just as the Elves and Dwarves have schools for their Mages. So too would Men. So came the idea that would endure for millennia. The founding of a University. One that would have authority over Mages and their upbringing in all parts of his realm. So that these children born and reviled for their gifts, could hold their heads high. As Honored citizens.   Thus. Vaeldemar himself drafted the Treaty of Magai. A universally accepted Document that would enable the founding of an Institution whose single and timeless goal would be to find, train, and uplift, any and all Human Children. Mages tasked with finding such children, called Acolytes, would roam the Heartland Realms with their ears to the ground. Upon finding children born with the gift. They would be taken to the Isle of Arcaena. Where the only other Artean Tower in the world exists, and Mages of Higher Experience would teach them their ways. When the Children are educated. They may choose to remain on Arcaena and teach others. Or rejoin society in a greater capacity to contribute.   But the Education of Magic would not be Unscrupulous. Arts such as Psychomancy(Those arts that controlled the mind.) Necromancy(Those arts of raising and enthralling the dead.) and Goetimancy (Those arts of compacting Daemons.) would be strictly forbidden. But at the same time. The Study and Discovery of Magic would also be undertaken. Which gave Mages a hand in the Archaeological fields.   Under the Treaty. Royal and Noble Courts can send a Writ of Council to the University of Arcaena to request the Appointment of a Court Wizard. A period of correspondence follows this, and after an ascertain of tastes, morals, and preferences. A Mage is appointed in the Service of a King or Noble Lord. With dual obligations. To serve the Realm, and to uphold the Treaty.

Document Structure

Caveats

Kingdoms in violation of the treaty are subject to reprimand from their neighbors in a manner that the reprimanding Kingdom sees fit with in the perimeters of the Treaty. Likewise. Mages in Violation of the treaty are to be considered Anathema and subject to the wrath of not only local law. But University Law as well. Which was enforced by the Hunters Order in the employ of the University of Arcaena.

Publication Status

The Original copy of the Treaty resides at the University of Arcaena. Copies of the Treaty reside in the capitals of every Kingdom under the Treaties Umbrella.

Legal status

Every Heartland Realm is bound by law to uphold and enforce the Treaty.

Public Reaction

Before the Treaty. Common folk and the Nobility regarded Mages with mistrust, suspicion, and religious revulsion. After its establishment. Many began to see the humanity of Mages. And their potential as proud citizens. Though much about them remains subject to prejudice and religious contention. Since the Faith of Aemar regards them as the living reminder of the reason for Mans downfall in Artea, the First Homeland of Humanity. As well as their Zealous political agents seeing Court Wizards as rivals.

Legacy

Under the Treaty, Mages have been in large part, liberated from the category of outcast or pariah among their communities. The Treaty opened the eyes of a great many to the Humanity of Human Mages. And had given once persecuted Men and Women a chance for social praise and patriotism. Royals and Nobles through out the Heartland Realms held their Court Wizards in high value or in high esteem.

Term

The Treaty of Magai is termed to be held in perpetuity. So long as the dual conditions and obligations of its participants are kept.
