The Treaty of Magai

The Treaty of Magai is the signed cooperative agreement between the Sovereign Kingdoms of the Heartland Realms, and the University of Arcaena. Established in the Fourth Aeon 67 A.E. on the 8th of Maras, under the Reign of King Vaeldemar Palimon the Bold in order to reign in the chaotic happenstance of Human Children born with the Mages Gift. As well as to enable Mages as servants to the Realm as a whole. With all the civic pride that it implies. Thus leading to the restoration of the Old Ellician practice of keeping a Court Wizard. The Treaty was written by King Vaeldemar himself. And was the First Recorded Document Written in Vaeldemars newly invented Common Tongue. As a further gesture of Common Cause among the Heartland Realms.

Purpose

Before its creation. Mages lived as unfortunate outcasts, freaks, and pariahs in Human communities. Uneducated. A Mage can be as devastating as a tornado, an eruption, or an earthquake. Without control over their emotions, or their mental states, Mages can unintentionally cause a great deal of chaos and death.
Vaeldemar the Bold discovered a sort of Penal Colony of Mages off the coast of what is now Dekmire. Where seasoned and elderly Mages taught younger ones. And the idea came to him. Just as the Elves and Dwarves have schools for their Mages. So too would Men. So came the idea that would endure for millennia. The founding of a University. One that would have authority over Mages and their upbringing in all parts of his realm. So that these children born and reviled for their gifts, could hold their heads high. As Honored citizens.
Thus. Vaeldemar himself drafted the Treaty of Magai. A universally accepted Document that would enable the founding of an Institution whose single and timeless goal would be to find, train, and uplift, any and all Human Children. Mages tasked with finding such children, called Acolytes, would roam the Heartland Realms with their ears to the ground. Upon finding children born with the gift. They would be taken to the Isle of Arcaena. Where the only other Artean Tower in the world exists, and Mages of Higher Experience would teach them their ways. When the Children are educated. They may choose to remain on Arcaena and teach others. Or rejoin society in a greater capacity to contribute.
But the Education of Magic would not be Unscrupulous. Arts such as Psychomancy(Those arts that controlled the mind.) Necromancy(Those arts of raising and enthralling the dead.) and Goetimancy (Those arts of compacting Daemons.) would be strictly forbidden. But at the same time. The Study and Discovery of Magic would also be undertaken. Which gave Mages a hand in the Archaeological fields.
Under the Treaty. Royal and Noble Courts can send a Writ of Council to the University of Arcaena to request the Appointment of a Court Wizard. A period of correspondence follows this, and after an ascertain of tastes, morals, and preferences. A Mage is appointed in the Service of a King or Noble Lord. With dual obligations. To serve the Realm, and to uphold the Treaty.

Caveats

Kingdoms in violation of the treaty are subject to reprimand from their neighbors in a manner that the reprimanding Kingdom sees fit with in the perimeters of the Treaty. Likewise. Mages in Violation of the treaty are to be considered Anathema and subject to the wrath of not only local law. But University Law as well. Which was enforced by the Hunters Order in the employ of the University of Arcaena.

Publication Status

The Original copy of the Treaty resides at the University of Arcaena. Copies of the Treaty reside in the capitals of every Kingdom under the Treaties Umbrella.

Legal status

Every Heartland Realm is bound by law to uphold and enforce the Treaty.

Public Reaction

Before the Treaty. Common folk and the Nobility regarded Mages with mistrust, suspicion, and religious revulsion. After its establishment. Many began to see the humanity of Mages. And their potential as proud citizens. Though much about them remains subject to prejudice and religious contention. Since the Faith of Aemar regards them as the living reminder of the reason for Mans downfall in Artea, the First Homeland of Humanity. As well as their Zealous political agents seeing Court Wizards as rivals.

Legacy

Under the Treaty, Mages have been in large part, liberated from the category of outcast or pariah among their communities. The Treaty opened the eyes of a great many to the Humanity of Human Mages. And had given once persecuted Men and Women a chance for social praise and patriotism. Royals and Nobles through out the Heartland Realms held their Court Wizards in high value or in high esteem.

Term

The Treaty of Magai is termed to be held in perpetuity. So long as the dual conditions and obligations of its participants are kept.

The Treaty of Magai

Upon this day, the 8th of the month of Maras. In the Fourth Aeon 67 A.E.
Under Aemar All-Father, in the Honor of Old Ellicia. We here gathered. Be us Sovereign or Sage. Have come together to declare in trust and peace, a treaty. A writ of Cooperation and Growth to be set upon parchment here after, and held in the esteem of a Sacred Document. To put in written word to stand adamant in the annals of time, an accord between those born with the Mages Gift. And those without. To be enforced and honored In Perpetuity. So long as Sovereigns Born or Elect yet reign over Humankind. And that a University tasked with the great mission of the education of the Mage-Born in the arts of their nature in the asylum of the Isle of Arcaena. With its own charter and constitution under this Treaty. To be honored and respected in its independence and practices In Perpetuity.
On the Terms First: It shall be the obligation and boon of Sovereigns to ensure and accomplish the fair and just treatment of the Mage-Born among Humankind in the Heartland Realms. No abuse in the form of assault, robbery, or euthanasia will be done upon such individuals. The violation of this will be in Breach of this Treaty, and thus subject to reprimand by the honoring Sovereigns. Second: It shall be within the due and reasonable authority accorded and endorsed by Aemar All-Father, the ruling Sovereign, and the Law in League with the Treaty. That found Mages are by legal endorsement, to be removed from their community of origin to be escorted to the Isle and University of Arcaena. Where in they will be educated in the control and conduct of the arts of their nature. The violation of this will be in Breach of this Treaty, and thus subject to reprimand by the honoring Sovereigns. Third: It shall be in the authority and privilege of Sovereigns to pen and dispatch to the University of Arcaena a Writ of Council. A document to make request of the appointment of a Mage to serve in the Sovereigns Court as a Wizard. That Court Wizard shall have all access to funds, materials, housing, and effects with which they will execute their office. And the mission of that Court Wizard shall be to serve the Realm of their Sovereigns and its people to the effect of their benefit and betterment. As well as their defense from Magical Threats or Threats by an assaulting Sovereign Nation that utilizes the Arts of Magic. The violation of this will be in Breach of this Treaty, and thus subject to reprimand by the honoring Sovereigns. Fourth: It shall be the condition of Sovereigns to be forbidden from conscripting Mage-Born Humans into service in the capacity of a military strategy. Court Wizards shall only be One to every Reigning Monarch and Living Lord as is their conscious desire to keep one. And it shall be the privilege of the University of Arcaena to refuse a Writ of Council based upon factors regarding but not limited to the requestors reputation, character, understanding of the Presence of Manafonts in their lands, and limitations of suitable candidates for service in their courts.The violation of this will be in Breach of this Treaty, and thus subject to reprimand by the honoring Sovereigns. Fifth: It shall be within the Authority of Court Wizards to investigate, quarantine, collect, or destroy any and all incidents, items, or persons of Magical provenance and impact. To not be inhibited, prohibited, or interfered with in the execution of this authority. Provided that one article of irrefutable proof in the form of phenomina, damage, or assault is available. The violation of this will be in Breach of this Treaty, and thus subject to reprimand by the honoring Sovereigns. Sixth: It shall be the authority of the University of Arcaena to conduct an Examination and Review of Character and Practice of Appointed Court Wizards in their Appointed Office. In regards to the caution against corruption, greed, malice, malpractice, and sedition. As such, it shall be the obligation of the Sovereign to facilitate and provide aid to such missions of University Representatives. The violation of this will be in Breach of this Treaty, and thus subject to reprimand by the honoring Sovereigns. Seventh: It shall be the mandate of this Treaty that Arts of Magic to be propounded and investigated shall not include those profane arts that Unjustly Harm, Dominate, Alter, or Terrorize Common Born Humans. Such Arts in listing; Goetimancy, Necromancy, Psycomancy, Sanguimancy, Crucimancy, or any newly found Arts that are of such ill nature, shall not be practiced, taught, or tolerated. And shall be punished. The violation of this will be in Breach of this Treaty, and thus subject to reprimand by the honoring Sovereigns.
On the Universities Charter: It shall be the mandate and demand of this Treaty that a University and Institution for the education and regulation of Magic and its many articles and persons of relevance shall be established and exist in the asylum of the Isle of Arcaena. And that University shall be independent of the authority and fealty of all entities of sovereignty within the borders of its own Island. As well as have privilege of authority and immunity in its search and collection of Mage-Born Children, Investigation of Magical Incidents or Magical provenance in archaeological expeditions, and the discovery and prohibition of as yet undiscovered Magical Arts. The violation of this will be in Breach of this Treaty, and thus subject to reprimand by the honoring Sovereigns. While it is not within the authority to force Mage-Born Children to stay on the Isle of Arcaena, nor to force them into a position of office they would otherwise elect not to take up. The violation of this will be in Breach of this Treaty, and thus subject to reprimand by the honoring Sovereigns.
On the Punishments of Violation: It shall be the mandate of this Treaty that any and all violation of the conditions, terms, and parameters of this Treaty will be subject to Reprimand by Reparations, Reprimand by Legal Denouncement and Abdication, and Reprimand by War in the most extreme case of Violation.
