The Phantoms

A gang operating under the leadership of Rosa Milton and owned by Doctor Enigma. The Phantoms have been known to engage in thefts and some deadly violence, but for the most part, they are in charge of the drug trade in Grimham. 
There are strict rules about the purity of the drugs they deal and swift consequences for anyone found to be dealing dangerously impure substances under their name. 
They will also sometimes work as temporary Henchpeople for Doctor Enigma when needed.
