Medrano Magocracy
wizard country ruled by a council of magistrates, This country is central in the continent and the only place to seek higher education. Due to its location this country does not generate raw materials or food but imports them and has tons of experienced crafters and guilds that produce and export processed goods. The elites of this country have access to a network of teleportation circles that allow them to travel between the country and a handful of small states it owns along the coastlines/on islands.
The magocracy was once much larger but years ago they conducted inhuman magical experimentation on their people and a revolt killed much of the ruling class. The borders shrunk and a council of 500 counter balances a council of wizards. The remnants of their buildings and culture were taken over by the surrounding kingdoms and incorporated/revered (like the Romans). They were called a different name and "Medrano Magocracy" is an attempt to rebrand and distance themselves from the crimes of their ancestors
Magical experimentation: capturing clerics/paladins and trying to force a divine intervention. They were stopped before they succeeded.
Medrano City is the capital
All elves, the horrors took place ~1 generation ago. Systematically killed the ruling class/older elves. The survivors split into factions and began to fight for dominance. Eventually they agreed to work together to stop outside forces. The original grand wizard monarch hid his secrets somewhere and each magistrate holds a bit of that secret and refuses to share.
One of the magistrates judged by a test and a lucky dude scored really high and became a magistrate.
