High Council

The highest authority in Aviagard. With five members, each from a different nautical region of the kingdom, they rule the land with what they think is the best interest of everyone.

Structure

Central Councilor

The Central Councilor is the highest position of the High Council. The role of Central Councilor is given to whomever the retiring Central Councilor deems worthy, and is then evaluated every year to make sure they are still fit for the job. The Central Councilor is responsible for informing the King/Queen about decisions being made in the various regions and is the main advisor to said King/Queen. They are responsible for calling the other Councilors to meet, for finalizing decisions, and receiving reports about the state of the regions.

Regional Councilor

Regional Councilors are the highest authority in their region and can act nearly independently of the other regions if the Central Councilor allows it. Regional Councilors are responsible for keeping the various Lords and Ladies in check, ensuring the safety and happiness of their citizens, and reporting any large scale issues to the Central Councilor.

To serve the people with the people's best interest in mind.

Assets

They are granted access to the Royal Treasury, Royal Guard, and Royal Libraries. Regional Councilors also have control over the smaller forms of government in their region like town councils, lordships, and more. Among all of theses other assets each High Council member can also call upon a varying amount of might from the Gorund army, a standing military that is mostly loyal to Aviagard.
