Level 12 is on the surface of the planet, while level 13 is floating above the city and protected by a dome. It is only accessible with specific passes and is known for its extreme luxury and security. Level 13, Honiar's High City, is connected to the planet by a massive lift, which is the only point of entrance for the public that are allowed to enter. It is accessible by the public through a massive lift or, for residents and those with influence, power or corporate connections, from private hangars and ports, either owned by the residents themselves or by corporations.Level 12: Surface Level
