People's Alliance
Structure
The People's Alliance is strictly a military alliance among star systems seeking to secede from the Federal Interstellar Government. Each participating member has its own civil government and sets its own trade policies.
Culture
The People's Alliance is composed of a variety of remote systems, each with a unique culture. Without a strong central government to promote values, the cultures within the Alliance are even more diverse than the culures within the Federation. Generally, seceding systems tend to place a high priority on individual liberty. Support for local governments tends to be stronger than loyalist sentiment. Alliance cultures share a strong sense of work ethic with their Federation-controlled counterparts.
Public Agenda
The Alliance's sole agenda is to ensure the independence of each of its member states from the Federation.
Demography and Population
Alliance systems are scattered around known space and are not necessarily located near each other. Most of them tend to be fairly remote. About a quarter of the Federation's population live on planets aligned with the People's Alliance. Of those roughly five billion people, only about 3 billion live within territory controlled by the Alliance military.
Territories
The Alliance claims about a third of known space but controls significantly less territory. Most Alliance states are located in remote regions of space far removed from Earth and major trade routes.
Military
All military forces fall under the jurisdiction of the Chiefs of Staff. Individual planetary forces typically remain under the control of local military leaders, but the Chiefs of Staff reserve the right to call on planetary forces to provide ships and troops for Alliance fleets and armies.
Technological Level
Faster-than-light travel is commonly used throughout Alliance space. Travel between star systems takes anywhere from weeks to months. Subluminal travel between planets in the same system also typically takes several weeks to a few months.
Artificial intelligence and computing technologies are highly advanced. Turing-level machines in anthropomorphic bodies are expensive but available.
Holographic projections and virtual reality are commonplace and allow even modest homes to appear extravagant.
Engineering techniques allow for the construction of large spacecraft and buildings, mainly using carbonic skeletons. Survival in nearly any planetary or deep space environment is possible with radiation, thermal, and environmental protection incorporated into buildings.
Where available and practical, renewable resources are used to produce energy. Solar, wind, geothermal, and biofuel power is common across most planets. When energy demands exceed the capability of renewable resources, nuclear and antimatter power is also widely available.
Religion
As in the Federation, Universalism is the most common religion in the Alliance. Unlike in the Federation, where Universalism is viewed as a way to connect people from different planets, worship of local deities is often tied to support for local political bodies. Other common religions are Christianity, Islam, Hinduism, Buddhism, and various folk religions. Although most people throughout the Alliance are religious, there are many who do not subscribe to any religion. However, even the irreligious typically celebrate the main Universalist holidays.
There is debate as to whether Synthism is really a religion or whether it is just a means for Turing androids to socialize with each other. Many androids follow Synthetic beliefs, but there are also irreligious androids and even androids who subscribe to other religious beliefs.
Foreign Relations
The Alliance is in a state of war with the Federation. The Alliance is only willing to make peace if the Federation recognizes the independence of all member states. The Federation does not recognize the Alliance as a legitimate government and does not recognize their declaration of war.
Laws
Each member state within the Alliance sets its own civil laws. The Council of Admirals and Generals (CAG) regulates laws governing the Alliance military. Additionally, all member states are bound by one law passed on the founding of the People's Alliance. This law states that no member may individually make peace with the Federation. All members are bound to either win independence together or continue fighting until independence is won.
Agriculture & Industry
Most Allied systems aspire to self-sufficiency as part of their drive for independence. Many planetary agricultures are based on localized subsistence farming. Most members also seek to produce their own goods and weapons and limit imports as much as possible.
Trade & Transport
For worlds securely within Alliance control there is possibility of trade with other Alliance members. A significant number of Alliance members still trade with Federal systems, often because it is the only viable option to generate income and secure needed goods. For systems caught in the crossfire between Alliance and Federal forces, blockade running is a common practice. Smugglers have to evade both Federal and Allied authorities when trading between Government and Alliance territories.
Education
Educational policy is decided by each member state, but education throughout Alliance state typically focuses on survival skills, political theory, engineering, and military theory.
Infrastructure
The Alliance maintains military bases and infrastructure: fleet anchorages, barracks, fortresses, outposts, space stations, hospitals, depots, and warehouses. Where necessary, Alliance military leadership also directs the operation of transportation infrastructure, such as spaceports, space elevators, and railroads.
