Breeding Program Negotiation Terms

The hybrid breeding program was instituted by the demons in order to produce canon fodder soldiers in their war against the angels. Several plans were drawn up to to determine how this would be done and in the end, the demonic government decided to offer elves protection from angels in exchange for members of their clans to act as donors of genetic material.   The Breeding Program Negotiation is a series of documents, originally claimed to be exactly the same, that was sent to the leaders of all elven clans. However, one was changed slightly and offered terms that were more favorable to one clan that what was given to the others. When other clans learned of this, it caused a great deal of arguing among them all, along with the demons. In the end, the larger contingent of clans forced the last to accept terms equal to what was being offered to the wider elven species.    Within the demonic government, where the altered negotiation plans came from was never discovered. The heads, vice heads, and some rank and file members of several departments were suspected of changing the agreement of one particular clan. Reasons ranged from elven sympathy, to secret ancestry, to underground negotiations, etc. With each theory, a new suspect was brought forward.   While one demon, the vice head of interior affairs, was eventually convicted of treason and espionage, and subsequently executed, for the false letter due to suspected bribes from that particular clan, the evidence was barely circumstantial and many at the time thought this was a case of needing a scapegoat.   The letter is currently kept in the archieves of the Garden of Laws and continues to be a piece of historical speculation among modern hybrids and elves. Several other theories have been proposed, but nothing has been proven.
