The people of Tokuan are alienating towards foreigners and tend to welcome them with neutrality. They feel foreigners could ruin the country's well being.
Tokuan has rough laws and law enforcement, which is fairly normal. The people are distressed due to infertile lands.
This is also reflected in the country's flag, which has a moon and two stars on a background in yellow, light orange, light gold and light purple.
