The Upper Priest:
The Upper Priest is the ruler and founder of Stirene. No one knows his real name or the original story of how it came to pass. All who knew is now dead and the information wasn't passed on. He is the most powerful in the realm. He decides the laws and all his subjects must obey.
Warden:
Each city has a warden appointed to the duty by the Upper Priest. He rules the city on behalf of the Upper Priest, enforcing his laws. It's the highest honor a person in Somera can receive as there is no replacement for the Upper Priest. Upon death of a warden, the Upper Priest travel to the city and appoint a new one from a number of promising candidates, often mages or clerics with high rank in the society.
Lawmaster:
Each city has a lawmaster who acts as a judge and sentences criminals to either fines, prison or execution depending on the crime
City Watch:
Most of the city watch is ruled under the government and the church of Temis. The city watch mostly is mages, bladesingers (mages who specializes in sword battle) as well as clerics and paladins of Temis
Law I - Crimes against government
Severe offences: Treason, Assault Upon a high ranking government official (such as warden), impersonating a warden or high ranking official
Serious offences: Theft, Vandalism, Blackmailing an official, bribery or attempted bribery of an official, forgery of official documents, impersonation of an officer or guard of the city watch, Disobedience of ay edict utters against one by the upper priest, Repetition of Lesser offenses
Lesser offenses: Assault upon a city watch guard acting in a line of duty, unlawful observation or copying an official document
Law II - Crimes Against the city
Severe offense: Poisoning the City Wells, Murder, Sabotage, Spying
Serious offensive: fraud, murder with justification, unlawful dueling, Repetition of any Lesser offenses
Lesser offenses: bribery of a city officer, Hindrance of city watch / Guard in their duty
Minor offenses: bribery, Dangerous Operation of a Coach, Wagon or other Conveyance, Brandishing a weapon dangerously or threatening without due cause
Law III - Crime against Temis:
Severe offenses: defiling of a holy place, rebellion against Temis, preaching of other gods in severe circumstances
Serious offenses: worshipping of other gods, Theft of Temple goods or offerings, tomb-robbing, repetition of any lesser offenses, assault upon a priest, preaching of other gods in lesser circumstances
Lesser offenses:
Minor offenses: drunkenness or disorderly conduct in holy place

Severe offenses: Arson, Rape, Assaulting Resulting in mutilation of crippling, Magical assault, Slavery
Serious offenses: Forgery, Robbery, Burglary, Theft or killing of livestock, repetition of any lesser offenses, usury
Lesser offenses: Damage to property, Assault (wounding), assault on livestock, unlawful hindrance of business
Minor offenses: assault (without wounding or robbery) excessive noise
Severe offenses: death or lifelong imprisonement

Geography
Most of Somera is very rocky terrain and there are many mountain and mountain ranges. The rest of the land is very bare with little to no abilities to grow crops. There is accational forests but they are scarce and most of them are in the southern part of the country. In the north it is desert and bare.
