The Highest Council

The Highest Council is the ruling body over the entire Tabaxi species. Once a year, each pack elects one wise person to travel to the Taji to sit on the council. It is customary that all of the packs stop by during these two weeks staying anywhere from a few days to a week or more. This is a large celebration for the entirety of the species, as this is one of few times that the packs actually come together to meet.   During these two weeks, the council discusses everything that has happened over the past year of importance, if any particularly important deaths have occurred, how the forest is growing and living, and what the hunting grounds looked like this past year. If there are any packs that are in need of assistance with food, or supplies, or anything they speak here, and the other packs try to help them as best they can. Finally they speak to the future, how the trade lines are doing through the forest, and where each pack has hunting rites for the next year. All decisions by the Highest Council technically only need a 3/4 majority, but it is customary for the council to keep deliberating until consensus has been met. With so few members of the species, it is not particularly difficult for consensus to be met, as there are only a few dozen members of the Highest Council each year.   Every 5 years, the tradition is different. While the members are elected in the same manner from each pack, and the members of the Highest Council do meet for two weeks to discuss all the previously mentioned things, once that has happened there are two days of competition in front of the Highest Council for the position of Hunt-head. The strongest and most cunning hunters from across the species compete in different hunting challenges before the Highest Council. At the end of the two days the Highest Council deliberates and perhaps asks certain competitors to come forward and display their skills again. This, again, technically only needs a 3/4 vote to elect a hunt-head, but it has always been a consensus. Once, in 2E 134, it is said that the Highest Council deliberated for another two full weeks before electing the hunt-head.

Structure

All members of the Highest Council are equal. The Highest Hunter does technically lead the council, but does not wield any power other than determining when full sessions are called vs when informal deliberation may continue.
