It is a place where the dead are honored far beyond the grave. It is a country whose policy is to venerate the dead and nearly worship the undead. To reach such a place as undeath is an honor all mortals should strive for. Only the worthy reach such a way of living, for their path was arduous and their experience is valuable. In death, they removed the mask that hides all within the soul and reached a form of ascendency that none could dream of. The undead have ruled this civilization for hundreds of years now, their territory expanding ever so slowly; after all, they have all the time in the world. Despite the Necrocracy's proclivity for the dead, the living are just as populous as their rotting counterparts. It is a civilization as rife with trade, art, and war as any other community. It can even serve as a tourist attraction, for the undead can be as extravagant as the living.

At the top of the government lies the Entropic Diarchy. Of these two rules, one is alive while the other is undead.
