Whispers

Structure

Whispers is a loosely organized group of like-minded individuals with little overarching leadership, or at least not much that anyone is aware of. Mostly, it consists of small groups of people in cities that offer a place to gather information, rest, or lie low to others who have the same ideals. Few members of Whispers know more than a handful of other members, especially outside their own towns, though the leaders of various cells tend to know the leaders of the closest cells to themselves.
