Khardra

Khardra is a giant of a man, standing nearly eight feet tall. His face is covered in burn scars.
The party first meets Khardra in Fair Meadows, where he and a band of 12 soldiers give a presentation where the carcass of a juvenile Metallic Dragon is revealed from under a tarp to be plaqued with purple spots, indicating disease.
Khardra's oratory supports the supposition that it is disease that is killing off the dragons. However, Bing IronBlade detects that this man is evil, while Oriana senses that his motives are not pure.
