Office of Space Intelligence

The Office of Space Intelligence (OSI) is the intelligence service of the United Space Command. Overtly, the agency is merely the information gathering and analysis division. In reality, the operations of the Office of Space Intelligence are far broader than simple intelligence gathering. OSI has become known for their preeminent role in the acquisition and leveraging of military intelligence. The agency is widely known for using subterfuge, deception, and manipulation in defense in order to accomplish its goals. Additionally, the Office of Space Intelligence employs numerous special projects, such as Projects: EXCALIBER, and KNIGHT, and the investigation of several 'alien' sites, most notably of which is Martian Site 1.

Role and operations

The Office of Space Intelligence is responsible for USC signals intelligence (SIGINT), counter-espionage, propaganda, and top-secret research and development programs. The agency mostly operates independently of other USC military branches, and at times it contravenes the law and USC military protocol to complete top-secret missions. OSI's Commander-in-chief (CINCOSI), is Cynthia Tomokazu, successor and protégé to Koralia Papadoglou.

As it is responsible for intelligence matters across the USC, OSI employs members of other military branches, and even civilians, to complete the division's shadowy work. Many of its functions and subdivisions, like the Delta-7 Division, Tactical Orbital Defense Troopers, as well as the KNIGHT, and the Excaliber programs, are enigmatic, and its personnel are regarded as mysteries by mainstream military officers.

OSI is technically subordinate to the United Space Command. In practice, however, OSI's activities extend far beyond intelligence gathering, and often receives mandates and directives from HIGHCOM itself. It is also not unheard of for OSI to operate without HIGHCOM's knowledge or official authorization, as was the case with Beta-Eight's mission; indeed, CINCOSI is often considered to hold significant power within the United Space Command.

OSI has an unusually large amount of military equipment for an intelligence service, and has a strong fleet presence. For example, OSI maintains joint control of the Space Command's flagship, USC Titan and holds considerable sway over her crew. OSI also maintains the USC's Panther fleet, under the auspices of the USC Panther Corps. The Office of Space Intelligence possesses a stealth cruiser, USC Shadow Night, which is used as a command vessel and a secure conference location. OSI also manages field intelligence with units such as OSI Recon 88 liaising with mainstream USC military units.

OSI exerts virtually complete control over the flow of information across the territories under UNF control. Over the course of humanity's interstellar era, a number of scattered alien artifacts built by a long-vanished civilization were discovered. OSI secretly concealed all of these findings and maintained a monopoly on xenoarchaeological research into them; any civilian scientists studying the artifacts would be drafted by OSI. In order to prevent information from leaking to the public, OSI is capable of initiating system-wide data purges which erase all information on a given subject. A noted example of this is Trichi, originally surveyed as an ideal world for human settlement but erased from all UNF and USC databases by OSI due to the high degree of alien technology discovered there.

Divisions

Section Zero

Section Zero is the highly clandestine and elite internal affairs division of the Office of Space Intelligence. It is responsible for uncovering and eliminating illegal programs within OSI, as well as preventing any breaches or leaks of classified information. Like the other divisions of OSI, Section Zero's activities are shrouded in secrecy. Its true nature and operations are known only to a select few within the command hierarchy of OSI. Outside of this circle, Section Zero is virtually unknown and its existence is often denied by those in the know. Section Zero's primary function is to root out and eliminate any rogue elements or illegal activities within OSI itself. This includes investigating potential security breaches, infiltrating suspicious programs, and eliminating any threats to OSI's operations or personnel. As such, members of Section Zero are highly skilled in covert operations and surveillance techniques. In addition to its internal oversight duties, Section Zero also plays a crucial role in protecting OSI's classified information. It closely monitors all communications and data transmissions within the organization to ensure that no unauthorized leaks occur. Section Zero also conducts regular audits of all OSI programs to ensure their compliance with security protocols. While most divisions within OSI work closely together, Section Zero maintains a higher level of autonomy due to the sensitivity of its work. The other sections do not have access to Section Zero's records or operations without direct authorization from CINCOSI (Commander-in-charge of Office of Space Intelligence). Even then, they are only given limited access based on their need-to-know. Despite its secretive nature, it is clear that other sections within OSI are aware of Section Zero's existence. However, they have been unsuccessful in gathering any concrete information about its true purpose or activities. Sections One and Three in particular have proven difficult for Section Zero to deceive due to their advanced intelligence capabilities.

Section One

Section One is the primary intelligence-gathering division of the Office of Space Intelligence. It is responsible for gathering and analyzing information from various sources, including military espionage, to support decision-making within OSI and United Space Command operations. The main function of Section One is to gather intelligence on potential threats to USC operations and report this information to OSI commanders and USC military leaders. This includes collecting data on enemy forces, weapon capabilities, and strategic locations. In addition, Section One is tasked with deciphering encrypted communications and breaking codes used by hostile entities. One of the most critical responsibilities of Section One is providing advance warning for potential evacuation of colonies or planets in danger. They closely monitor all known threats to ensure early detection and timely evacuation notices can be issued if necessary. This includes monitoring natural disasters, disease outbreaks, or hostile alien species. In addition to its role in supporting USC operations, Section One also plays a crucial role in covering up any information that OSI wishes to keep hidden from the public. This includes locations like the research colony, Trichi in the Tau3 Eridani System, which was erased from all UNF and USC databases due to its high concentration of advanced alien ruins and technology. Section One uses its codebreaking abilities and network of informants to ensure that such sensitive information remains classified. Due to its covert nature, Section One operates under a strict need-to-know policy within OSI. Only a select few within the organization have access to their operations and records, including CINCOSI (Commander-in-charge of Office of Space Intelligence). This level of secrecy ensures that any classified information gathered by Section One remains protected. Despite its secretive nature, Section One's services are highly valued by both OSI and USC military leaders. Its ability to gather crucial intelligence has played a significant role in numerous successful missions and covert operations. Without their contributions, many important decisions made by OSI would not have been possible.

Section Two

Section Two is responsible for propaganda and psychological operations within the Office of Space Intelligence. It is tasked with managing external communication and maintaining public morale throughout UNF territory. One of the primary roles of Section Two is to handle communication between colonies in order to limit the spread of rumors and sensitive information. This ensures that accurate information is disseminated and that any potential threats or incidents are not exaggerated or misrepresented, which could damage public morale. In addition, Section Two is responsible for releasing details about important events or operations to the public in a way that boosts morale. This includes promoting the successes of USC military forces and showcasing their strength and capabilities. For example, when the KNIGHT program was first introduce, it has been Section Two's responsibility to release information about it to the public in a way that highlighted its importance and instilled confidence in UNF citizens, and to maintaining the near-mythical status of the Knights within the military. As part of this effort, any Knight who is killed in action is listed as missing in action (MIA) instead of being reported as killed. It is believed that news of Knight deaths would cripple the USC military's morale. Section Two also plays a role in managing public perception during times of crisis or conflict. They work closely with military leaders to develop communications that portrays USC military forces as strong and resilient, while minimizing any negative impact on public morale. To effectively carry out its duties, Section Two utilizes various tactics such as manipulation of media outlets, creating false narratives, and utilizing social media platforms. They also work closely with other sections within OSI to ensure consistency in communications and avoid any contradictions or leaks. Despite its focus on propaganda and psychological operations, Section Two does not officially engage in any unethical activities such as spreading false information or manipulating public opinion for unjust purposes. Its main goal is to support USC operations and maintain morale among UNF citizens.

Section Three

Section Three is the top-secret projects division within OSI, responsible for overseeing and managing various groups involved in developing new technologies and innovations. This includes both human-made advancements and those gleaned from alien technology. One of Section Three's most well-known programs is the KNIGHTs program, which develops and trains genetically and cybernetically enhanced supersoldiers. These soldiers, known as Knights, are highly respected within the USC military for their impressive capabilities in combat. However, not all of Section Three's programs are held in high regard by the USC Armed Forces and top brass of the United Space Command. Many view these projects with suspicion and contempt, believing that they go against the values of transparency and integrity that the USC military stands for. Despite these criticisms, Section Three continues to work towards its unknown overall purpose. One of its divisions, Delta-7, is known for analyzing alien technology and incorporating it into human-made advancements. This has led to significant breakthroughs in various areas such as weapons development and propulsion systems. Section Three also works closely with other sections within OSI, especially Section One which focuses on intelligence gathering. Due to its secretive nature and involvement with cutting-edge technology, Section Three operates under strict security protocols. Only a select few have access to its facilities or knowledge about its projects. This compartmentalization is designed to ensure secrecy and security. The Delta-6 Division has oversight of an unknown number of KNIGHTs in stealth operations, including counterinsurgency missions.

Sub-divisions

Materials Group is a subgroup within Section Three, responsible for the development and production of advanced matériel for the United Space Command (USC) military. This includes weapons, armor, vehicles, and other equipment used by USC armed forces. One of the most significant achievements of the Materials Group is the EXCALIBER Powered Assault Armor. This state-of-the-art armor provides its wearer with enhanced strength, speed, and protection through a combination of advanced materials and technology. It also includes an integrated Heads-Up Display (HUD) that gives real-time information about the user's surroundings and vital signs. Before the development of EXCALIBER, the Materials Group had also worked on several prototype exoskeletons. These early versions paved the way for the ultimate creation of EXCALIBER and were used in various missions by USC forces. The Materials Group also has a team dedicated to developing unmanned vehicles and drones for reconnaissance and combat purposes. These machines are equipped with advanced AI systems, making them effective assets in both space and ground operations. Within OSI, the Materials Group works closely with other sections such as Section One and Section Two. They provide essential technology and support to these sections to aid in their operations. Another branch within Materials group, known as Wintershome Division, is responsible for producing specialized equipment such as stealth suits, infiltration gear, and advanced weaponry. During the Second Energy War, Wintershome Division played a crucial role in developing new gear to counter enemy tactics. They produced over 2,000 units of Semi-Powered Infiltration armor which were issued to Tactical Orbital Defense Troopers (TODTs) for ground combat missions.

Tip of the Sword: is a sub-division within Section Three, tasked with handling data recovery and analysis. This includes recovering data from crashed starships, captured enemy intelligence, and other sources. The personal of Tip of the Sword is made up of highly skilled technicians and analysts who are trained to handle and decode complex data. One of the primary roles of Tip of the Sword is to gather intelligence on new technologies used by hostile forces. They analyze this data to understand its capabilities and potential threat to USC forces or human colonies in general. This information helps Section Three develop countermeasures. Tip of the Sword also works closely with other divisions within OSI, especially Section One which focuses on intelligence gathering. They often assist in retrieving critical information from enemy lines or deciphering encrypted communications. In addition, Tip of the Sword plays a crucial role in investigating any anomalous events or occurrences in space that could pose a threat to USC operations. They use their expertise in data analysis to uncover any hidden patterns or signals that may indicate potential dangers. The sub-division is equipped with advanced technology and tools to aid in their tasks, including powerful computers and decryption algorithms. They also have a specialized training program for their members, ensuring they are always up-to-date with the latest techniques for data recovery and analysis. All operations conducted by Tip of the Sword are highly classified, and only authorized personnel have access to their facilities and information. Their work is vital in providing crucial intelligence to USC forces, making them an essential asset within Section Three.

Strategic Response Unit

The Strategic Response Unit is a major decision-making body within OSI. Comprised of three key individuals who have no official rank or title, the Strategic Response Unit serves as an advisory board to the CINCOSI during times of crisis. The personnel of the Strategic Response Unit are chosen for their expertise and experience in different areas of military and intelligence operations. They are selected by the CINCOSI based on their knowledge, analytical skills, and strategic thinking abilities. The identities of these individuals are highly classified, known only to a few top officials within OSI. The primary purpose of the Strategic Response Unit is to provide counsel and guidance to the CINCOSI during major crises that require immediate action. This could include significant threats to human colonies or USC forces, sudden changes in enemy tactics or technological advancements, or any other events that could significantly impact the safety and security of human colonies or USC personnel. During these situations, the Strategic Response Unit will convene in a secure location within OSI headquarters and assess all available information. They will then present their findings and recommendations to the CINCOSI, who will make the final decision on how to respond. Meetings conducted by the Strategic Response Unit are highly classified and confidential, with strict protocols in place to ensure that no information is leaked outside of OSI. Personnel are also required to sign mountains of non-disclosure agreement forms, and any breach of confidentiality will result in severe consequences. In addition to advising the CINCOSI during crises, the Strategic Response Unit also conducts regular strategic assessments and analyses for potential future scenarios. This helps them stay prepared for any unforeseen events that may arise and allows them to develop contingency plans accordingly. While they do not hold any official rank within OSI, the members of the Strategic Response Unit have significant influence within the organization due to their expertise and role in critical decision-making processes. They work closely with other divisions within OSI, especially Sections One and Two, providing valuable insights and recommendations based on their assessments and analyses.

Signal Corps

The Signal Corps is a relatively new subdivision of OSI, formed in response to the outbreak of the Human-Hivivian War. The key strategy employed by Signal Corps is broadcasting false or misleading signals in order to confuse Hivivian fleet and troop movements, and divert attention away from UNF Colonies. This tactic has been used successfully in several instances, allowing USC forces to evacuate UNF colonies without being detected by Hivivian forces. In addition to disrupting enemy fleet and troop movements, Signal Corps also plays a crucial role in maintaining secure communication channels for USC forces. They are responsible for the encryption and decryption of sensitive information, ensuring that it remains confidential and protected from enemy interception. The division also works closely with the USC to provide real-time communication support during military operations. This includes relaying orders, providing updates on enemy movements, and coordinating rescue missions for stranded or injured personnel. In order to stay ahead, the Signal Corps is constantly researching and developing new communication techniques and equipment. Due to the sensitive nature of their work, all personnel of the Signal Corps undergo extensive background checks before being assigned to the division. They are required to maintain top-level security clearance at all times.

Panther Corps

The Panther Corps is a specialized military branch within the Office of Space Intelligence that focuses on stealth operations and electronic intelligence-gathering. This elite unit is responsible for overseeing the deployment of panther-class corvettes, small starships equipped with state-of-the-art technology for covert operations. Panthers were originally developed as a response to both terroristic and rebellion activity in human-controlled space. The need for a highly maneuverable and undetectable ship led to the creation of these stealth-class corvettes. With their advanced cloaking technology and sophisticated electronic systems, Panthers are ideal for reconnaissance missions and gathering intelligence on enemy forces. The Panther Corps is made up of highly trained pilots, navigators, technicians, and support staff. They undergo rigorous training and are selected based on their exceptional skills and abilities. Each member is required to have experience in various fields such as electronic warfare, data analysis, and combat tactics. One of the main objectives of the Panther Corps is to gather intelligence on potential threats to USC forces or human colonies. This includes monitoring hostile activity, tracking movements of enemy ships and troops, and intercepting communications. Panthers are also used for espionage missions, infiltrating enemy territory to gather information from within. In addition to their primary role in intelligence-gathering, Panthers also play a crucial role in providing support for other OSI branches or USC operations. They can provide cover fire or assist with extraction if needed. The Panther Corps operates under strict protocols to maintain secrecy and avoid detection. They use advanced jamming technology to disrupt enemy sensors and communications while avoiding any direct confrontations that could compromise their covertness. Due to the nature of their operations, members of the Panther Corps are often deployed on long-term missions far from home base. This requires them to be self-sufficient and adaptable to changing situations.

REAP-X and XEG

The Reverse Engineering and Prototyping – Xenotechnology department is a highly classified and secretive department within OSI that is responsible for acquiring, analyzing, and utilizing alien technology. This includes studying the advanced technology found within alien ruins on human colonies. After the start of the Human-Hivivian War, alien technology has been acquired through captured enemy ships or recovered weaponry from fallen Hivivian species. The department operates with unlimited resources and funding, making it one of the most well-equipped departments within OSI. The department has access to cutting-edge research facilities and state-of-the-art equipment. Their personnel consists of top scientists, engineers, and technicians who are experts in their fields and have extensive knowledge of alien technology. They work closely with other departments in OSI to disseminate new weapons and shield technologies to the USC armed forces through firms such as Mars Corps Armory. One of the primary objectives of the department is weapon development. By reverse-engineering alien weapons, they are able to adapt their principles into new weaponry. This giving USC military forces an edge in combat against the Hivivian and other advanced enemies. It also focuses on developing new shielding technology to protect USC ships from powerful enemy weapons. In addition to weapon development, the department also conducts technology research and analysis. They study the functions and capabilities of alien technology in order to better understand how it can be utilized for human purposes. This not only helps in weapon development but also allows for the reapplication of alien technology in other areas such as vehicle development.

Units

Purple Team: is an elite unit within the Office of Space Intelligence that operates under the USC Army. They are a highly specialized group trained in covert operations and intelligence gathering, with a focus on infiltrating enemy territories and gathering crucial information. Purple Team operates in a small squad, typically consisting of five members, to maintain a low profile during missions. Each member specializing in various fields such as communications, demolition, and hacking.

Foxies: also known as the Fleet Observers and Xeno Intelligence Extraction Specialists, are a highly specialized unit within the USC Navy. Their primary role is to provide space reconnaissance and surveillance for USC forces. Foxies operate a variety of spacecraft equipped with advanced sensors and stealth technology. They are trained to gather information on enemy movements and activities in order to support USC military operations. One of the key strengths of the Foxies is their ability to operate undetected in hostile territory. They use their advanced stealth technology to avoid detection by enemy sensors while gathering critical intelligence. In addition to their surveillance duties, Foxies also have the capability to perform offensive operations such as sabotage or infiltration. This makes them a valuable asset in both defensive and offensive missions. Members of the Foxies undergo rigorous training in piloting, sensor operation, and intelligence gathering techniques. They are also trained in combat tactics, as they may be required to defend themselves or carry out offensive operations during missions.

Black Team: is an elite OSI unit within the USC Marine Corps that specializes in zero-g combat operations. They are highly trained and skilled in operating in extreme conditions such as spacewalks or boarding hostile spacecraft. Black Team is often deployed for high-risk missions that require precise execution and swift action. Their primary role is to neutralize any threats or obstacles that may hinder USC military operations. Members of Black Team undergo intense training in various combat techniques specific to zero-gravity environments. This includes hand-to-hand combat, marksmanship, and tactical movement in space. To aid them in their missions, Black Team utilizes advanced weapons and equipment specifically designed for zero-gravity combat. This includes specialized suits with built-in propulsion systems that allow for better maneuverability and quick response times.

Dusk Team: is a special forces unit within the USC Army specialized in close-quarters combat and urban warfare. They excel at operating in confined spaces such as buildings or underground facilities, making them valuable for conducting raids or clearing out enemy strongholds. The unit's name comes from their preferred time of operation: dusk. Dusk provides them with the cover of low light conditions while still having enough visibility to carry out their missions effectively. One of Dusk Team's primary tasks is conducting high-risk operations such as hostage rescue or eliminating high-value targets. They are also often deployed to support other units during large-scale military operations.

Beta Team: is a recovery unit responsible for the retravel of xeno-related artifacts from various alien ruins scattered across human-controlled worlds. Though officially apart of OSI, Beta Team operates from within the USC Army. Their missions, after the start of the Human-Hivivian War, can be dangerous as they often encounter hostile Hivivian species while exploring alien ruins. However, Beta Team's expertise and advanced weaponry allow them to handle these situations efficiently.

The Office of Space Intelligence employs a diverse group of personnel from various backgrounds and skill sets. From military officers to civilians, each individual brings a unique perspective and expertise to the organization. OSI agents are often referred to as "spooks" due to their secretive and covert nature.
