  Iovir is a low-magic dark fantasy setting, designed for war stories and political intrigue with lots and lots of dragons. Here, powerful clans of noble dragonlords rule over the servile humanoid 'kith' races, maintaining a peaceful - if tyrannical - dominion over much of the world, spearheaded by The Council of Wyrms.   Mechanically, campaigns set in Iovir use Marsupialmancer's excellent supplement Council of Wyrms: Dragons of the Io's Blood Islands. The Game House Rules also borrow rule adjustments from Pathfinder 2nd Edition.   In Ashfall: Council of Wyrms, players take the role of kith and young dragons in a world where terrifying dragon-riding pairings have long been banned and dissolved. However, as the peace between nations grows ever more fragile, powerful threats linger in the dark, waiting to exploit any hint of weakness shown by kith and dragonkind alike. To end a war and combat the horrors beyond, the return of dragoneering may not be simply helpful - it may be inevitable...
