The Drakon

The Drakon is a crime syndicate operating in and around Kinilan and Chelestra. Most of its agents are spies and informants, preferring to convey information to various independent criminal groups in exchange for a share of the profits. This includes things like helping bandits find valuable but manageable targets, providing patrol information to thieves planning a heist, and, occasionally, helping smugglers and Peppercurrant dealers evade authorities. Most criminals, at least those who are serious about living a life of crime, have worked with the Drakon at least once in their careers.
Few realize the name is literal, led by a dragon who has long lived in a secluded region in the south of the Iron Hills, near the Wildlands, and it acts as a means of efficiciently increasing her hoard. Only a few members of the Drakon have had an audience with the dragon herself - people who act as coordinators in major cities in both countries. These coordinators, and their understudies in smaller cities and towns generally don't meet with anyone outside the organization directly, instead collecting and analyzing information gathered by their underlings. These lower ranked individuals meet with informants and negotiate contracts with various criminal enterprises to distribute this information and take requests for information to be gathered. Many of these lower ranked members of the Drakon are double agents, spies in The Whisper or other organizations; the Drakon does not ask them to interfere with the information they pass on to other masters, just that they be kept informed as well.
