Vashai

In the masked lands of Naarim, it seems easy enough to hide what few crimes you can manage to commit.   They never do it well enough. The Vashai are always watching.
  For a country that protects identities and holds privacy sacred, it seems an impossible task to track down lawbreakers and hold them to the nation's more strict rules (murder, for instance, is outlawed). The Vashai function as the state's guard and military and despite keeping to their nation's cultural code - wherein they must wear masks at all times, as one's privacy is sacrosanct - they remain identifiable as spearheads of law and order in the otherwise chaotic streets.   It's fairly easy to tell a member of the Vashai apart from the commonfolk: with their heavy steel plate and shining silver masks, they stand out in crowds of peasants and nobles alike. Their armour is run through with a colour denoting their status, and their weapons are held close to their sides.   It is generally considered to be quite unwise to antagonise the Vashai, as the prisons of Naarim are cold and defended with magic. Impersonating the Vashai, too, is a horrendous idea. They have their own system of codes and communication, and an outsider would never recognise them. Naturally, impersonation of the Vashai is a crime of identity theft and fraud.

  The Vashai use inlay on their heavy steel armour to dictate their particular ranking and speciality within their order, ranging from the inky-black inlay of the everyday guards (the Vartija) to the blazing emerald of the Kuiskaan's personal guard (the Komentaja).   Their masks, however, remain a uniform silver with patterns denoting their veteran status. Medal-winning members of the Vashai affix these to their chest and are granted extra colours to trim the very edges of their armour.

Public Agenda

The Vashai serve the Kuiskaan and the nation. They protect the innocent and uphold order whilst maintaining the privacy of all as best they can. They rarely bother interfering in the affairs of outsiders, or even their own citizens; breaches of law are all they care for.   Of course, this is only what they claim to be the truth. Nobody knows what the Vashai do outside of uniform, which is precisely the point.

Justice is blind.
