Simon Foster is initially introduced in Session 2 by Gretel Kurosaki. When it is revealed that Hugo Whitlock is a Taberu, Simon provides his perspective on the condition after Robbie Nelson's explanation, considering it a curse.   In Session 3, Simon joins the Mia Toko staff at the bar. He expresses his views on the dynamic between humans and Jaoren, advising Hugo and Dimitri Vasiliev to blend into society, avoid drawing attention, and not oppose the powerful government. To further illustrate his point, Simon invites them to witness firsthand how the government operates by taking them to a village on the outskirts of Tokin City.   In Session 4, Simon drives Hugo and Dimitri to observe a government purge of a Jaoren village. Later, during a car chase with government agents, Simon uses one of his Sōzō abilities to manifest a sword and puncture the agents' car tire, causing it to flip.   In Session 5, Simon briefly appears at Mia Toko and reassures Hugo that he harbors no resentment for the events in the village. When Dimitri inquires about Simon's background, Gretel expresses concern about his potential exposure to the government agent. Later, a government agent enters Mia Toko looking for Simon, but Gretel denies his association with the cafe, claiming he doesn't work there.   In Session 7, Hugo and Dimitri attempt to check on Simon at his presumed apartment after Gretel tasks them with it. When they initially try to gain entry, they encounter Mei Feng. After a tense interaction, a scuffle ensues, and they manage to force their way into the apartment where Simon reveals himself. Simon explains that the apartment belongs to Mei, his human girlfriend, and that he plans to lay low for a while due to the possibility of a government agent recognizing him from the village incident. During the conversation, Simon inquires about the District 16 warehouse raid and realizes that his attempt to scare them into secrecy by showing the village purge had the opposite effect—they now want to make a change.   Hugo and Dimitri offer to retrieve Simon's belongings from Mia Toko, which turn out to be a single bag full of documents. Simon expresses appreciation after receiving them.
