The Bhcu Cuhcil Harmony in Design Coordination, or HDC for short, is a branch of the Vondren government that rules Bhcu Cuhcil.
The HDC, maintains the beauty and harmony of the city. They dictate the sorts of buildings that can be built, where they can be built, and what they can be used for all across Bhcu Cuhcil. They also do things such as upkeep on parks, providing housing to those who need it, maintain public transit, and manage water and other resources.
The HDC is akin to a government funded home owners association.

Structure
There are three subsections to the HDC.
Agriculture Aggregation: focusing on farming and agriculture in the upper ring
Council of Petals: focusing on housing and water management in the middle ring.
Medical Society: focusing on education and protecting medical professionals in the lower ring.
The Bhcu Cuhcil Conveyance, while technically a branch of the Vondren Conveyance Network, often has a say and a place at the table when decisions are being made.
Culture
As they started the Cuhcil Traditionalist movement in the first place, it comes as no surprise that they have and suport the same view of holding formality to the highest of regards.
Public Agenda
To keep Bhcu Cuhcil a beautiful natural delight to behold and a wonderful place to live.
They are most notorious for what is known as Cuhcil Traditionalism. They founded the movement of extra formality and champion it to this day, making it the official ethnicity of Bhcu Cuhcil.
