Rivan Free-Cities
Originally created to protect the city-states of Brightpeak, Westerless, Emberbend, Javerwatch, and Pinereach. The first Rivan Coalition was formed in 317 in response to the Pergosian invasions the year before. Since then it has expanded to include Saltshale and Port Stinder to the south.
Structure
Created as a mutual protection treaty, each of the cities takes pride in its self governance. In the 500 years since the first Coalition was signed, the governance has become slightly more centralized however.
The Treaty of 523 established the Rivan Council as the collective body to deal with other nations as well as centralizing the currency and trade regulations inside the borders.
The Treaty also established the Seven Great Houses of Riva, one from each of the major cities.
