Harbourmaster

The wizened Zindar oversees the Harbour Ward with iron will. He is exceptionally protective of Port Nyanzaru, and with a keen attention to detail, long memory, and steely determination, it's no wonder that most smugglers chose to limit themselves to smaller operations out of the Tiryki Anchorage instead.
He's a hard man to read, rarely being seen getting angry or frustrated, rather keeping himself to a simmering undercurrent of threat, given the golden scales and clear wizarding talents, Zindar is very capable of carrying out his justice.
To those living working and travelling within the laws of the city, Zindar is a useful source of knowledge and assistance, and at his Office can be found notices of local Guides, as well as current bounties (with pirates featuring high prominence).
