Bala'orasian Bribery Busting Bureau, a.k.a. BBBB

The Bala'orasian Bugbear Bureaucracy is the first government created by and designed for bugbears.  Of necessity, it is extremely efficient, even brutally so.  Alll terms of service are extremely limited, lobbying is strictly forbidden, and contributions are all limited in size, monitored and completely transparent.
Having said that, corruption still finds its way into their governmental systems.  In order to combat this, a department was founded whose mission it is to ferret out extortion, fraud, and/or graft, and excise it with extreme prejudice.
The members of the Bala'orasian Bribery Busting Bureau, or BBBB, are a legion of very intelligent and highly-skilled operatives that navigate all areas of their nation's society, both public and private.  They impersonate government functionaries and solicit illegal gifts in order to entrap lobbyists.  They pretend to be private business owners and look for any opportunities to influence the government at any level.  They even use magical methods such as the Charm Person spell, the Detect Thoughts spell, the Disguise Self spell, and the Friends cantrip to deceive, intimidate, or persuade people, in order to find anyone who is even the slightest bit vulnerable to corruption or extortion.
Whenever they find someone who is vulnerable, but has not yet transgressed, they move quickly to report the issue and monitor the subject with an incredible level of scrutiny until the end of their term.
If they find anyone who has actually broken a single one of their anticorruption laws, they are publicly arrested, and then both they and their entire extended family are slowly and publicly executed, to send a message to anyone else thinking about giving in to temptation.
This brutal system has significantly reduced the number of incidents of exploitation or corruption in their bureaucracy.
Since their methods are so draconian, their symbol is an image of one of their mythical dragons standing guard over a tome of their governmental constitution.
