The entire nation of Pavageux sits on top of a massive swamp. The founding members assumed no one else would want the mucky land, and they assumed correctly. The place is a mixture of land, water, bog, swamp and muck. It is dynamic, the landscape and waterways change drastically along with the seasons. The dense plant cover makes it almost impossible to see anything on the ground from the air, and it also makes it almost impossible to see anything on the ground from the ground past about twenty feet. Also, the presence of major predators such as Drow Koi, large crocodiles and large leeches make the entire region very difficult to inhabit or travel through.
The governmental administration saw need to set aside a large percentage of the annual budget towards maintaining a fleet of water-based vessels, for a variety of purposes:

• providing security escorts through the swamp
• searching for people lost in the swamp (a frequent occurence)
• exploring the swamp for areas suitable for habitation
• clearing out or relocating nests of large predators
• coordinating mapping efforts

The current Flotillamaster is Commodore Treat Bainbridge. He was born on a boat and claims he didn't set foot on land until he was five years old. As such, he is a natural expert with navigating and living on the water. The Commodore has revolutionized the fleet by ordering the construction of hundreds of small flat-bottomed watercraft. He has also commissioned the construction of dozens of zeppelins, filled with swamp gas. These zeppelins are good for crossing long distances quickly, but their usefulness is limited as far as looking at things on the ground. His current project is to man each craft with at least one individual with darkvision, as well as commission the construction of hundreds of pair of infrared and night vision goggles. Infrared goggles would be helpful at finding lost people, since they are warm-blooded, but they would not be helpful in locating large predators, since they are all cold-blooded.
Treat is always thinking of ways to improve upon the armada's effectiveness; this is what makes him so great at his job.
