The Bugbears of the Bala'orasian Bugbear Bureaucracy are the fierciest, scariest, most aggressive humanoids in the world at this particular time period. They are so fearsome that their culture is convinced that meat tastes better if the creature was terrified just before it perished. Despite this fact, bugbears really don't want foreigners in their lands. They're certainly not afraid of them. They just don't like seeing non-bugbears in their home territory. They feel it dilutes the bestial, savage nature of their culture.
In order to discourage tourists or travelers, the Bureaucracy established the Bala'orasian Foreign Affairs Bureau. This government organization did a lot of brainstorming and polling in order to come up with an effective solution to achieve their goal. Their research determined that they should create a myth that their lands are crawling with dragons, in order to make people afraid to travel there.
The Bureau hired foreigners to go to inns, taverns, and public places all over Rodinia and tell stories about the ferocious Bala'orasian serpents and how many bugbears they have exterminated over the years. They told stories of how the bugbears have tried everything they could to rid their lands for hundreds of years, but have been completely unsuccessful, yet they don't want to admit it to anyone.
The Bureau also commissioned a team of bugbear artists and engineers to create enormous elaborate kites that look exactly like dragons, and they would fly them close to their nation's borders, allowing foreigners to catch just a glimpse of these terrifying monsters.
The Bureau even went so far as to instruct their engineers to create a series of engines that generate growling and roaring noises, to simulate dragon sounds; they station these engines in valleys, so the sounds echo off the mountainsides and can be heard for many miles.
A handful of people do come sniffing around, looking to hunt dragons, but the bugbears simply ensure that these people never return home.
This is the first and only known instance of bugbear propaganda, and the campaign has largely been successful.
