The New Quarter

After the Great Breaking and as Elnemora's influence began to expand, their military and naval forces began to spread further along the eastern coastline. The New Quarter, a highly militarized and industrialized portion of the city not connected via major canal systems was the result. Early on, when it became clear that this quarter would have much more operational freedom, the military command structure moved out of Castle Katarn, leaving it to function as little more than a penitentiary of sorts. The commanders relocated to the shipyards, mess halls, and sandy beaches where they could begin to build up the world's foremost naval superpower.
While still a highly important quarter of Katamarin, the New Quarter is almost considered a separate military outpost unto itself, and given their distance from the Imperial Palace, regular appointments of the Emperor's Guards visit to ensure that the chain of command is respected.
