Erubeans

Filthy spawns of the Pulse.
Our own people raised once more to serve the former Grand Abolisher of Rubeus.
The Erubeans are an undead society 'living' and thriving to succeed in their quest to fulfil the pulses intentions to take vengeance. They don't know against who, but that won't stop them.
The undead of the Deadlands are a special force of arcane.
When 4000 years ago the Pulse of Vengance struck the region, every graveside and burial ground got affected by it. The dead rose once more to listen to the call for Vengeance against those, who desecrated the Sanctum of the dead bombing it to the ground.
The Pulse took form in the freshly buried Grand Abolisher Rex Tarr restoring his memories fully allowing him to guide those affected by the pulse as their master in various ways.

The many variants of Erubeans

Skeleton

Skeletons are the lowest working class of Erubeans. They have next to none of their former personality left and are there to get commanded by everybody.
Cheap and efficient workforce, tirelessly; require guidance to perform even easy tasks.

Skeletons are the result of those, who fell victim to the Pulse but weren't interesting enough to embalm or preserve.

Mummy

Normal citizens of the Deadlands.
Got preserved with enough matter to allow holding more than just tiny fractions of personality.
Neither overly smart nor as dull as skeletons.
Possess certain power over skeletons, but require clearance of higher forces to actually carry out their tasks. Mummies are the core of the Erubean army.
Lowly but still skilful soldiers.

Revenant

Those who fell victim to the Pulse, who possessed great skill in wielding the blade or holding the firearm enjoyed a special kind of mummification preserving mainly the head area as well as muscles to greatly slow down the mouldering.

Revenants are feared to be ruthless warriors without any remorse nor moral compass.
Some of their former self got preserved but twisted and turned.

'They appear crazy ... for the fight'

Forsaken

Same deal as Revenants, but adjusted to compliment the arcane skills of the to be mummified. Specially tailored shackles and collars prevent the arcane spirit from leaving allowing the Erubean Forsaken to continue using their abilities.
As the spirit is held captive, Forsaken are unable to advance their skills slowly deriving and losing their abilities as the spirit withers away.
Forsaken are loyal to the cause, but hold a grudge against themselves with their retained personality feeling sorry for their arcane partner's grim fate.

Deathknight

Famous influential generals and great tacticians get posthumous promoted into the elusive rank of a Deathknight.
Preserving their entire personality and holding power over others, these generals are a force to be reckoned with.

Their posthumous adjustments involve far more than just a simple mummification. Their bodies get altered to get massive and powerful.
Together with the Liches, they hold the right to refresh and adjust their mummification at any time resulting in highly unique and specialized individuals, who remain decently fresh under the heavy armour.

Lich

Skilful arcanists and researchers of the dark arts. Those who relentlessly Overstretched their capabilities to look further and further into the Veil are able to grasp hold of their spiritual partner and merge with them in the mummification process.
The Lich in making is still alive when they get prepared to allow them to unlock the forbidden in their dying breath.
Liches are always people, who wanted to know more, wanted to venture into deadly areas of the Veil.
They freely joined the Erubeans to trade obedience against overcoming the mortal barriers.
Liches are the only kind of Erubeans, that can be seen outside of the Deadlands.

Grand Abolishers

Using his still present power over the living realm of Rubeus the Supreme Abolisher established an ancient rite of approving successors on the elven throne he never left.
He gives the fresh Grand Abolishers his blessing to rule over the living after letting them undergo a simple test: Best him in a one on one fight.
Usually, the living Abolisher gets in any shape or performance hurt by Rex Tarr, leaving a permanent scar. Unknowing to the high elf the wound caused by the holder of the Pulse's entire might causes them to feel the need to return to the Supreme's throne mere moments before their death. A seething curse allowing Rex to convert his successors first-hand into members of his Senate.
The members of the Senate appear as either Liches or Deathknights.
When the Grand Abolisher Prokleti Mudrost returned from his pilgrimage to the Supreme one, his face was maimed showing a grave wound covering both his eyes and a large portion of his face.
His Grandeur appeared changed; he immediately cleaned out his closest followers of any traitors claiming he saw through their net of lies.
Whatever happened in our former Sanctum, it cursed our gentle Abolisher into a cruel, yet a righteous leader.

Did the pulse kill anyone, or did it just reanimated those who were already dead? If it killed people, what did they reanimated as given that they would have been fresh and lively when the pulse hit?

The pulse only reanimated everything that was dead (people as well as plants and animals)   The very first wave was a special one. Those buried in the epicentre (The Sanctum) got resurrected as what they got buried. As all of them were important personalities, only the highest quality mummification techniques got used to keeping the deceased as they would have died only hours ago. The past Abolisher had therefore time to alter themselves into the best possible version. (Revenant with options to freshen it up)   As mummification was not usual in Rubeus, most 'lesser' people got resurrected as Skeletons.   The pulse indirectly killed however many. As the thirst for vengeance was not yet channelled, the dead lashed out at anything living. Dying by the hands of a servant of the pulse causes you to immediately get reanimated (while you are dying) as a follower.   His Supremacy had later taught his soldiers the way of field mummification to preserve the enemy as an ally. Most countries but West-Rubeus are neutral with them, some even underwent loose alliances of mutual interest.
