This ointment is used for "Recharging" Spellwork Tattoos. It accomplishes this by gathering ambient magic and suspending it in the oils of the solution.
When used, one simply has to smear the lotion on the tattoo and rub it in, which takes roughly 1 minute per limb. Over the next hour, the lotion will have done its work and the tattoo will be recharged.
