Halflings negotiate the Undertown Contract. Edleress Mira retires. She is replaced by Elector Garibald.

Throughout the year, various halfling mayors negotiated with the human leaders to be allowed to occupy independent areas within human land, often times within human settlements themselves. In recognition of the sacrifice and heroism of Melani Ghostwise, their cause was taken up by Edleress Mira and they rapidly developed the Undertown System, wherein halflings existed in their own grottos and neighborhoods inside human walls, kept to their own laws and rules, and often even rented the underhills where human homes were built, creating a literal undertown or undercity beneath human lands. Edleress Mira retires to grieve for the war dead. She is replaced by Elector Garibald of Wupan by a vote of 9-2. He was the most highly decorated knight that served in the Ruinous Years.
