Edler Yickalo declares amnesty for all prisoners of the Stackel Revolt. Through Ambassador Top Halpin, he petitions for the release of the prisoners taken by the Brass Tower. His request is rebuffed. Yickalo sends another request, this time threatening to unleash the College of Questions against the tower.
