The Hall of Justice
The Hall of Justice in the desert city of the Oasis of the Zayirin in Zelcel serves as the courthouse for all legal matters within Zelcel. That may sound like a lot, but many issues are resolved through tribal courts and/or duels before arriving at the Hall of Justice.
The Hall is not the only place that dispenses justice, several of the Fahshars also are located at the Black Fortress and the guard houses. These remote judges will dispense justice quickly when the cases are simple, and will refer the cases to the Hall when the issue is more complicated and needs a more detailed investigation, and this includes all cases that could result in capital punishment.
Purpose / Function
The Hall of Justice is the courthouse and offices of the Fahshars and lawyers that prosecute and defend crimes within Zelcel. The Hall does not include any cells or dungeons, although many people suspect that their might actually be one for the most dangerous of criminals, so the accused are held either in the guard houses near the gates, or the Black Fortress where the guard is housed and trained.
Architecture
The Hall of Justice is a large building with lots of grandiose rooms in which the trials are held. Several open airy towers hold the offices of the court officials and a large courtyard holds a garden and other contemplative spaces for the use of the officials and defendants to talk with their legal support.
Tourism
While most people dread a visit to the Halls of Justice, the courtyard is often the location of public executions, and that always draws a small crowd. There is usually a small fee charged to attend an execution, with the proceeds often going to the victims family as restitution.
