Baron

"Baron" is a diverse title throughout human history which still exists today, still in several forms. It was considered the first title of complete rulership among humans on the Snow-Rock Isles. They represented individuals of warmongering and terror over their civilians, though they eventually came to represent unity and protection. Today, Baron is widely used as the central leader of a human city, but they are beneath the emperor himself.  It's use may come from the way human's originally spread their domination. Barons were just the individual which kept a haseti in order and on track. Since it was these Barons that took initiative to create an actual civilization, the title ascended with the person that held it, rather than making a new title.
